The Program in Public Policy permanently develops the process of interconnection between graduate and undergraduate courses and to the society as a whole. Thus, it engages in an institutional practice that involves research and education in order to meet the demand of public institutions and the society as a whole. The university outreach practice of the Program in Public Policy has been taking place in this way:   


The School of Councils of Ceará was created with the purpose of strengthening the Law and Guardianship Counselors, thus supporting the whole System to Guarantee Children and Adolescent’s Rights. This is an interconnected work involving the Ceará State University and the Social Research Center of the UECE, linked to the Program in Public Policy and the Ceará State Council for Children and Adolescents’ Rights.

The Reference Regional Center of the UECE was born as a proposal of the Dilma administration by means of a partnership between the Ministry of Justice and many Brazilian universities. In the specific case, an interconnection between the Brazilian National Secretariat for Policy on Drugs (SENAD) and the Ceará State University (UECE), via Professional MA Course in Public Policy and the Social Research Center of the UECE (NUPES). 

The Reference Regional Center (CRR) of the UECR has articulated the networks of care for users of crack and other drugs with the main purpose of promoting and training professionals who deal with such a disaster.
